Đường tỉnh 313C là tuyến giao thông quan trọng đi qua xã Đồng Lương và xã Hùng Việt, tỉnh Phú Thọ (xã Yên Dưỡng, Văn Khúc của huyện Cẩm Khê cũ).
Năm 2022, Báo Lao Động đã phản ánh về tình trạng xuống cấp nghiêm trọng của đường tỉnh 313C sau 2 thập kỷ chưa được cải tạo, nâng cấp khiến việc đi lại của người dân gặp nhiều khó khăn.
Đến cuối năm 2023, Sở Giao thông Vận tải tỉnh Phú Thọ (nay là Sở Xây dựng) đã đầu tư 45 tỉ đồng để triển khai dự án Sửa chữa hư hỏng sau bão lũ trên tuyến đường tỉnh 313C (đoạn từ Km7+630 - Km14+900).
Trở lại nơi đây vào ngày đầu tiên của tháng 2.2026, phóng viên Báo Lao Động ghi nhận, toàn bộ 7,27km đường tỉnh 313C xuống cấp đã được thảm nhựa khang trang, sạch sẽ, hệ thống thoát nước và hệ thống an toàn giao thông được xây dựng đồng bộ.
Đặc biệt, khoảng 3km đường tỉnh 313C được giăng kín cờ đỏ sao vàng, cờ hoa, đèn lồng... tạo nên một khung cảnh yên bình, rực rỡ sắc màu.

According to Mr. Hung, the brilliant flag and flower road along from Yen Duong to Van Khuc is the way households self-mobilize to contribute money and effort to decorate and celebrate the first year of welcoming Tet with a new road.
From the new route, people have more motivation to enthusiastically work, produce, and develop the economy. The flag and flower road is proof of the changes of the homeland, bringing people's belief and hope for a better future" - Mr. Hung shared.
